Guide · Choosing a property type
Flex space vs warehouse vs office.
Many South Florida businesses could fit into more than one property type. The right one depends on how much of your space needs air-conditioning and finishes, whether trucks or customers come to the door, and what the zoning allows.
At a glance
Key facts, sourced.
Each line comes from the sources listed at the bottom of this page. Rules and amenities change, so confirm the current version before you rely on it.
The three types in one paragraph each
Office is finished, air-conditioned space built for people: private offices, open work areas, conference rooms. Multi-tenant buildings share lobbies, corridors and restrooms, and those shared areas are spread across tenants through a load factor. See office space in South Florida.
Warehouse is built for goods: clear height, loading doors, truck access and floor area, with a small office. Most of the space is usually not air-conditioned. See warehouse space.
Flex combines the two, usually in a single-story multi-tenant building with finished office at the front and warehouse or service space behind, typically with a grade-level roll-up door. The office share varies widely between units. See flex space.
Side-by-side comparison
- Who it suits. Office: professional services, back-office, sales teams. Warehouse: distribution, storage, wholesale, e-commerce with volume. Flex: trades and contractors, light assembly, showrooms, small e-commerce, businesses that need both a desk and a door.
- Air-conditioning. Office is fully conditioned. Warehouse is mostly not. Flex is a mix, and the mix decides your power bill.
- Loading. Office has none beyond a freight elevator or service door. Warehouse has dock-high and drive-in doors. Flex usually has grade-level doors.
- Parking. Office needs the most car parking per square foot. Warehouse needs truck and trailer room. Flex needs some of each.
- Measurement. BOMA's office standard (Z65.1-2024) is built to calculate rentable area including shared space. Its industrial standard (Z65.2-2025) uses one method and generates load factors for different shared-space types. A single-tenant warehouse may have little or no load factor; a multi-tenant office floor will have one.
- Lease structure. Office is often quoted gross or full service; flex and warehouse are often NNN. Convert to total cost before comparing. See NNN vs gross leases.
Zoning and code decide more than the floor plan
Office buildings are generally in commercial or office districts; flex and warehouse usually sit in industrial or business-park districts. That matters when your business does not fit the obvious label:
- A showroom with walk-in customers or a fitness or medical use in a flex park may not be on the district's permitted-use list.
- Fabrication, vehicle work or outdoor storage may be allowed in one industrial district and not another.
- Converting warehouse area to offices, or offices to a lab, changes how the building code treats the space. Fort Lauderdale's permit FAQ cites Florida Building Code Sec. 105.1, which requires a permit to alter a building or change its occupancy.
In Fort Lauderdale, from October 1, 2026, new businesses need a Certificate of Use before applying for a Business Tax Receipt. The Broward zoning guide covers the process.
Build-out, permits and accessibility
The type you choose decides how much construction you take on. An office suite is usually close to move-in ready. A warehouse or flex unit often needs work: more office, restrooms, air-conditioning, electrical. Plan for the steps that come with construction in Florida:
- Permits. Altering a building or changing its occupancy requires a permit. In Fort Lauderdale, applications go through the City's LauderBuild portal, and fire reviews plans for all buildings other than one- and two-family homes.
- Notice of commencement. The owner records one with the clerk before work starts (s. 713.13, F.S.), and a copy goes with the permit application when the contract exceeds $5,000 (s. 713.135).
- Liens. If your lease prohibits liens on the landlord's interest, s. 713.10, F.S. requires you to tell your contractor.
- Accessibility. If customers come in, as with a showroom, the 2010 ADA Standards apply to the altered areas, and altering a primary function area brings the path of travel, restrooms and drinking fountains into scope up to 20% of the alteration cost.
Negotiate an improvement allowance and a rent start date that reflect the work, not the date you sign.
A worked example (hypothetical numbers)
These numbers are invented for illustration and are not market data.
A hypothetical business needs 600 square feet of offices for six people plus 2,400 square feet to store and stage product.
- Office only would mean 3,000 square feet of finished, conditioned office for a use that is 80% storage. It would also need a lease that allows storage and deliveries, which many office buildings do not.
- Warehouse only would mean building out 600 square feet of office inside a warehouse unit, adding HVAC and restrooms if they are not there.
- Flex with a 3,000 square foot unit at 20% office (600 square feet) fits the need directly.
Flip the ratio, with 2,400 square feet of office and 600 of storage, and an office suite plus a small storage unit nearby may beat a flex unit you would have to finish out.
Questions that settle the decision
- How many people work at desks, and how much space do they need?
- Do trucks, vans or customers come to the door, and how often?
- Do you need clear height for racking, or just floor area?
- What share of the space must be air-conditioned?
- Is any part of the operation (assembly, repair, medical, retail) a zoning question?
- How much growth do you expect over the lease term?
Once you have answers, the choice is usually clear. One cost has dropped for all three: Florida repealed its sales tax and county surtax on commercial rent for rental periods beginning on or after October 1, 2025 (details).

Questions
Common questions.
What is flex space?
Flex space usually means a unit in a multi-tenant building with finished office in front and warehouse or service space behind, typically with a grade-level door. The office share varies, so check each unit.
Is flex space cheaper than office space?
Per square foot it is often lower because much of it is unfinished and not air-conditioned. Whether it costs you less depends on how much finished office you actually need.
Can I use a warehouse as an office?
Only with the right zoning and permits. Converting warehouse area to office can change the building's occupancy classification, which requires a permit.
How is rentable square footage measured?
Many landlords use BOMA standards: ANSI/BOMA Z65.1-2024 for office and Z65.2-2025 for industrial. Ask which standard and edition were used.
Which is best for a contractor or trade business?
Usually flex, for the mix of office, storage and a grade-level door for vans, provided the zoning allows the use and any outdoor storage.
